Resilience Hubs
Resilience Hubs can operate under three different modes:
- Everyday Mode
- This is the Resilience Hub's most common mode of operation. The Hub is offering day-to-day services.
- Disruption Mode
- If there is a community-wide disaster, like a flood or power outage, the Resilience Hub switches to Disruption Mode. The Hub can coordinate a response to the disaster and help residents through the hardship with services and programming aimed at emergency response.
- Recovery Mode
- After a disaster ends, the Resilience Hub gradually shifts from Disruption Mode to Everyday Mode. Emergency services stop, Everyday services phase in, and some long-term recovery services are offered.

The Office of Environment and Sustainability has partnered with the Urban League of Greater Southwestern Ohio and Groundwork Ohio River Valley to plan for the establishment of a Resilience Hub in Avondale.
The project is funded through the Urban Sustainability Directors Network's Resilience Hub Fund for Resilient Power Systems. The grant provides funding for two major components of the project:
- An ASHRAE Level 2 energy audit of the Urban League's site that will help us understand the potential energy efficiency improvements and installation of solar with battery backup at the site.
- A community engagement process that includes:
- Recruiting Avondale residents to serve on the Resilience Hub Advisory Committee that ensures voices from Avondale are present in the decision-making process
- A Needs Survey for Avondale residents that will inform the Avondale Resilience Hub Needs Assessment
- The creation of the Urban League's Resilience Hub Strategic Plan
- A Resilience Hub Milestone Celebration to share the results of the project with the Avondale community and find new partners interested in becoming a Resilience Hub
